Ibrayeva Nazgul Armanovna Successfully Defended Her Doctoral Dissertation









On June 8, 2026, the Dissertation Council in the field of training 8D042 – Law at Astana International University held the successful defense of the doctoral dissertation of Nazgul Armanovna Ibrayeva submitted in fulfillment of the requirements for the degree of Doctor of Philosophy (PhD) under the educational program 8D04201 – Jurisprudence.
The title of the dissertation was: “Constitutional and Legal Aspects of Improving the Electoral Systems of the Republic of Kazakhstan in a Comparative Context: Issues of Theory and Practice.”
The dissertation was completed at the Higher School of Law of Astana International University and focused on the study of current challenges related to the development and improvement of the electoral system of the Republic of Kazakhstan, the analysis of contemporary trends in the constitutional and legal regulation of electoral relations, and the formulation of scientifically grounded recommendations for the further modernization of electoral legislation, taking into account international experience and the national characteristics of legal development.
The doctoral candidate’s academic supervisors were Saule Koshkenovna Amandykova, Doctor of Legal Sciences and Professor at the Higher School of Law of Astana International University, and Jacek Zaleśny, Doctor of Legal Sciences and Professor at the University of Warsaw (Republic of Poland).
The dissertation defense was conducted under the chairmanship of Amanzhol Magzumovich Nurmagambetov, Doctor of Legal Sciences and Professor. The proceedings of the Dissertation Council were attended by Arstan Nokeshovich Akhpanov, Deputy Chair of the Council, Doctor of Legal Sciences and Professor; Säulen Nurzhan, Acting Academic Secretary of the Dissertation Council; and Sholpan Altynbekovna Saimova, PhD and Acting Associate Professor, member of the Dissertation Council.
The following external members participated in the review of the dissertation: Lyudmila Alexandrovna Bukalerova, Doctor of Legal Sciences and Professor at the Patrice Lumumba Peoples’ Friendship University of Russia; Dina Muratovna Baymakhanova, Doctor of Legal Sciences and Professor at Al-Farabi Kazakh National University; and Säulen Nurzhan, PhD, Head of the Research Center of the Institute of Parliamentarism.
The official reviewers of the dissertation were Lyudmila Aslanovna Thabisimova, Doctor of Legal Sciences, Professor, and Director of the North Caucasus Research Center for Political and Legal Problems at Pyatigorsk State University, and Gulnar Aitchanovna Alibayeva, Doctor of Legal Sciences and Professor at the School of Law and Public Administration of Narxoz University. In their reviews, the opponents highlighted the high academic quality of the research, its relevance, theoretical significance, and practical value.
Following an open discussion and a secret ballot vote, the Dissertation Council unanimously resolved to award Nazgul Armanovna Ibrayeva the degree of Doctor of Philosophy (PhD) in the educational program 8D04201 – Jurisprudence.
